House Voting on Anti-Palestinian Legislation Tuesday  <\/strong><\/span><\/font><\/p>\n

The US Campaign has learned that the House of Representatives will vote on Tuesday, May 9<\/strong> on HR4681<\/strong>, the Palestinian Anti-Terrorism Act of 2006.  This bill imposes draconian economic and diplomatic sanctions against the Palestinian people for exercising their democratic rights.  <\/span><\/font><\/p>\n

<\/font><\/p>\n

TAKE ACTION TODAY!<\/span><\/font>  Pick up the phone now to call your Representative and urge a NO <\/strong>vote on HR4681, the Palestinian-Anti-Terrorism Act (talking points below).   <\/span><\/font><\/p>\n

<\/font><\/p>\n

To contact your Representative, call the Capitol switchboard toll free at 1-888-355-3588<\/strong> and ask for your Representative, or <\/span><\/font>click here<\/span><\/font><\/a>.  <\/span><\/font><\/p>\n

TAKE ACTION AGAIN!<\/span><\/font>  Despite the US Campaign’s urging to the contrary, this resolution will come up for a vote “under suspension”, meaning that there will be only limited debate and no opportunity for amendments to be offered.  This parliamentary procedure is supposed to be reserved for non-controversial legislation such as naming post offices.  <\/span><\/font><\/p>\n

Contact Speaker of the House Rep. Dennis Hastert<\/strong> (R-IL) and House Majority Leader Rep. John Boehner<\/strong> (R-OH) and protest to them this misuse of “suspending the rules”.  Demand a full and open debate on this controversial legislation and tell them to bring it up under normal procedures.  <\/span><\/font><\/p>\n

Please vote no on HR4681, the Palestinian Anti-Terrorism Act of 2006, because it imposes Draconian economic and diplomatic sanctions against the Palestinian people for voting, including: <\/strong> <\/span><\/font><\/p>\n

<\/font><\/p>\n

* Restricting US humanitarian aid and potentially eliminating entire US aid projects, such as infrastructure and small business development;  <\/span><\/font><\/p>\n

<\/font><\/p>\n

* Threatening to withhold a portion of US dues to the United Nations because it maintains bodies that advocate for Palestinian human rights and seek to hold Israel accountable to international law;         <\/span><\/font><\/p>\n

<\/font><\/p>\n

* Defining territory controlled nominally by the Palestinian Authority as a “terrorist sanctuary”, thereby requiring US businesses to obtain special export licenses for most goods destined for the Occupied Palestinian Territories and gutting the provisions of the US free trade agreement with the West Bank and Gaza;  <\/span><\/font><\/p>\n

<\/font><\/p>\n

* Refusing visas to members of the Palestinian Legislative Council, even those who belong to political parties that the United States does not classify as “foreign terrorist organizations”;  <\/span><\/font><\/p>\n

<\/font><\/p>\n

* Restricting the movement of PLO diplomats at the United Nations and threatening to close the PLO’s office in Washington, and;  <\/span><\/font><\/p>\n

<\/font><\/p>\n

* Instructing the US representative to the World Bank to use the considerable strength of the United States in international financial institutions to vote against the continuation of humanitarian aid projects.  <\/span><\/font><\/p>\n

Sam Bahour<\/strong> is a Palestinian-American business consultant, writer, and commentator based in Al-Bireh\/Ramallah, Palestine. He is the principal of Applied Information Management (AIM)<\/a>, a consultancy specializing in business development and startup advisory services.<\/p>\r\n

Bahour was instrumental in establishing two of Palestine\u2019s publicly traded companies: the Palestine Telecommunications Company (PALTEL) and the Arab Palestinian Shopping Centers (APSC). He co-founded Americans for a Vibrant Palestinian Economy (A4VPE), of which he is now an emeritus member, and served as an independent director on the board of Arab Islamic Bank P.L.C. from 2004 to 2025. He currently serves on the board of Just Vision<\/a> and The Palestine Economic Policy Research Institute (MAS)<\/a>.<\/p>\r\n

He frequently gives talks to delegations visiting Palestine on the subjects of Palestine\u2019s political economy, Palestinian Politics 101, and a general orientation to the state of affairs under Israeli military occupation.<\/p>\r\n

A prolific writer on Palestinian affairs, Bahour has been published in major international outlets including The New York Times, The Guardian, Haaretz, The Washington Post, The Boston Globe, the Los Angeles Times, Al Jazeera America, Le Monde diplomatique, Al-Monitor, +972 Magazine, The Hill, and Arab News. He has appeared as a commentator on NPR, CNN, BBC, and other broadcast media.<\/p>\r\n

Bahour is the co-editor of Homeland: Oral Histories of Palestine and Palestinians<\/a><\/em> (Olive Branch Press, 1993) and was profiled in the bestselling anthology Kingdom of Olives and Ash<\/a><\/em>, edited by Michael Chabon and Ayelet Waldman, in a chapter authored by Chabon titled \u201cThe Tallest Man in Ramallah<\/a>.\u201d He holds an Associate\u2019s and Bachelor\u2019s degree in Computer Technology from Youngstown State University, and a Kellogg-Recanati International Executive MBA \u2014 a joint program of the Kellogg School of Management at Northwestern University and the Recanati Business School at Tel Aviv University.<\/p>\r\n
