The source is said to be a <a href=\"https:\/\/www.hamasinfo.net\/ar\/default.aspx?xyz=U6Qq7k%2bcOd87MDI46m9rUxJEpMO%2bi1s7NhSOjo67zaMkeAByu6BWPnhFnqFaUx6ng0DeL1pUMuko%2bBEXK1bMcLrzJ0hfWLyYdv5KS4zcUPNL%2bfOKpwzxNwkNvlOQEU2wuBKC%2ftbSWCU%3d\" target=\"_blank\">posting<\/a><br \/>\non the website of the Palestinian Islamic Resistance Movement, Hamas, who<br \/>\nclaim the information was leaked to them by someone attending the tightly<br \/>\nclosed negotiating sessions. The validity of this claim and the contents of the<br \/>\nleak are unverifiable and the infighting between Hamas and Fatah give both a<br \/>\nvested interest to publicly damage the other; however, a read through the supposed<br \/>\nleaked information makes anyone familiar with this issue take worrying note.<\/span><\/p>\n<p><span style=\"font-size: 11.0pt;\">The Al-Hayat article on the<br \/>\nleak states that Secretary Kerry obtained Palestinian President Abbas\u2019 approval<br \/>\non general parameters for the restart of negotiations, at meetings between the<br \/>\ntwo in <\/span><span style=\"font-size: 11.0pt;\">Amman<\/span><span style=\"font-size: 11.0pt;\"> on 17-18 July 2013, prior to Secretary Kerry\u2019s<br \/>\nannouncement that negotiations would restart. According to the leaked document,<br \/>\n\u201c<\/span><em><span lang=\"EN\" style=\"color: #222222; font-size: 11.0pt; mso-ansi-language: EN;\">Kerry <span class=\"hps\">set a maximum period<\/span> <span class=\"hps\">of<\/span><br \/>\n<span class=\"hps\">time<\/span> <span class=\"hps\">ranging<\/span> <span class=\"hps\">from<br \/>\n<\/span><\/span><\/em><span class=\"hps\"><em><span lang=\"EN\" style=\"color: #222222; font-size: 11.0pt; mso-ansi-language: EN;\">6<\/span><\/em><\/span><span class=\"hps\"><em><span lang=\"EN\" style=\"color: #222222; font-size: 11.0pt; mso-ansi-language: EN;\"> to 9<\/span><\/em><\/span><em><span lang=\"EN\" style=\"color: #222222; font-size: 11.0pt; mso-ansi-language: EN;\"> <span class=\"hps\">months<\/span> to be dedicated to <span class=\"hps\">bilateral Palestinian-Israeli negotiations &#8230; without any<\/span> <span class=\"hps\">preconditions,<\/span><\/span><\/em><span class=\"hps\"><span lang=\"EN\" style=\"color: #222222; font-size: 11.0pt; mso-ansi-language: EN;\">\u201d<\/span><\/span><span lang=\"EN\" style=\"color: #222222; font-size: 11.0pt; mso-ansi-language: EN;\"> <span class=\"hps\">beyond<\/span> the <span class=\"hps\">principles<\/span> <span class=\"hps\">listed<\/span><br \/>\n<span class=\"hps\">below and whereby <\/span><\/span><span style=\"font-size: 11.0pt;\">Jordan<\/span><span style=\"font-size: 11.0pt;\"> participates in meetings on refugees, <\/span><span style=\"font-size: 11.0pt;\">Jerusalem<\/span><span style=\"font-size: 11.0pt;\"> and borders where necessary:<\/span><span class=\"hps\"><\/span><\/p>\n<ol start=\"1\" style=\"margin-top: 0in;\" type=\"1\">\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">\u201c<em>The Separation Wall will serve as the security<br \/>\n     borders of the \u2018Jewish\u2019 state, and the temporary border of the \u2018Palestinian\u2019<br \/>\n     state\u2026 Both parties will <\/em><\/span><span class=\"shorttext\"><em><span lang=\"EN\" style=\"mso-ansi-language: EN;\">acknowledge<\/span><\/em><\/span><em><span style=\"font-size: 11.0pt;\"> and announce this.<\/span><\/em><span style=\"font-size: 11.0pt;\">\u201d<span style=\"mso-spacerun: yes;\">&nbsp; <\/span><\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">There will be \u201c<em>an exchange in disputed<br \/>\n     territories within the plan of the Separation Wall noted above, as agreed<br \/>\n     to by both parties and with the blessing of the Arab League Follow-up<br \/>\n     Committee, as specified by this Committee to Mr. Kerry during their last<br \/>\n     visit to Washington, ranging in size from eight to ten percent of West<br \/>\n     Bank lands<\/em>.\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">There will be also be a \u201c<em>freeze in the settlement<br \/>\n     projects at a number of outposts, as approved by the Israeli government, which<br \/>\n     does not apply to existing projects in large settlement communities located<br \/>\n     in the vicinity of Jerusalem and in the Jordan Valley, including the<br \/>\n     settlements of Ma&#8217;ale Adumim, Givat Ze&#8217;ev, Har Homa, Gilo, Neve Yacov, Ramat<br \/>\n     Shlomo, Ramat Alman, Kiryat Arba\u2019, and other densely populated<br \/>\n     settlements.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">The document adds that \u201c<em>residents in frozen<br \/>\n     settlement communities will have the right to choose between Israeli<br \/>\n     citizenship or Palestinian citizenship, or both, at the conclusion of<br \/>\n     negotiations,<\/em>\u201d and that \u201c<em>talks will culminate with a historic agreement<br \/>\n     \u2026 along the lines of the Oslo Agreement, during which both parties will<br \/>\n     announce the end of the historic conflict between their peoples, as well<br \/>\n     as full normalization with all Arab states, at a celebratory meeting<br \/>\n     attended by the Arab League and representatives of all Arab countries, announcing<br \/>\n     their approval of Israel\u2019s establishment of a Palestinian state within the<br \/>\n     limits set out \u2026 above, according to agreements\u2026. concluded by the two<br \/>\n     parties at the end of the negotiations, which will also entail Palestinian<br \/>\n     recognition of Israel as the state of the Jewish people.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">It adds that \u201c<em>at the end of negotiations, some<br \/>\n     Palestinian families will be allowed to reunite in the West Bank, Rafah<br \/>\n     and Gaza, while others will have the right to compensation, or emigration \u2026<br \/>\n     to Arab countries, especially the Gulf<\/em>\u2026\u201d where they will be \u201c<em>\u2026naturalized\u2026<br \/>\n     utilizing the <span style=\"mso-spacerun: yes;\">&nbsp;<\/span>Right of Return Fund<br \/>\n     for this purpose.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">Concerning the status of East Jerusalem, the<br \/>\n     leaked document indicates that it will be \u201c<em>placed under an<br \/>\n     international administration (Palestinian-Israeli-Jordanian) for ten years,<br \/>\n     whereby <span style=\"mso-spacerun: yes;\">&nbsp;<\/span>resident Israelis in East<br \/>\n     Jerusalem will have the right <span style=\"mso-spacerun: yes;\">&nbsp;<\/span>to<br \/>\n     choose their identity,<\/em>\u201d i.e. citizenship.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span><\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">Furthermore, \u201c<em>Israelis and Palestinians agree to<br \/>\n     discuss the issue of land exchanges in the West Bank and Jerusalem through<br \/>\n     negotiating committees despite the non-core points of contention between<br \/>\n     the two parties\u2026 especially those points that are considered important by<br \/>\n     the delegation of the Arab League, including the proposal to grant<br \/>\n     citizenship to every Palestinian who has been resident in the Gulf for more<br \/>\n     than ten years.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">The document indicates that there will be a \u201c<em>discussion<br \/>\n     of executive steps in this agreement during negotiations within the time-limit<br \/>\n     mentioned above, and that its implementation will extend to ten years from<br \/>\n     the signing of the agreement.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">Israel will also \u201c<em>release a number of<br \/>\n     Palestinian detainees who <\/em><\/span><span style=\"font-size: 11.0pt;\"><em><span style=\"font-size: 11.0pt;\"><em>have <\/em><\/span>spent twenty years or more in detention,<br \/>\n     and no longer pose a security threat.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">It also stipulates that \u201c<em>President Mahmoud<br \/>\n     Abbas will call for legislative and presidential elections in the West Bank<br \/>\n     after the public announcement of the Agreement, in anticipation of the<br \/>\n     possibility of the emergence of objections to it, and that the terms of<br \/>\n     the agreement will not fully be announced until after the start of negotiations<br \/>\n     and the preoccupation of Palestinians with the battles of the Legislative<br \/>\n     Council and the Presidency.<\/em>\u201d<\/span><\/li>\n<li style=\"mso-list: l0 level1 lfo1; tab-stops: list .5in;\"><span style=\"font-size: 11.0pt;\">It also says that \u201c<em>with the signing of the<br \/>\n     agreement at the end of the specified time-limit and the declaration of an<br \/>\n     independent Palestinian state, the Palestinians and Jordanians will, with<br \/>\n     the blessing of Israel and the Arabs, reach an understanding on the role of<br \/>\n     Jordanian security assistance \u2026 to the Palestinian Authority \u2026 to stand by<br \/>\n     its side and help it overcome potential internal or external dangers \u2026 as<br \/>\n     part of a Confederation, which will be announced in conjunction with a<br \/>\n     trilateral economic initiative, in whose formation<\/em><\/span><span style=\"font-size: 11.0pt;\"><em> Israel will play an active role<\/em><\/span><span style=\"font-size: 11.0pt;\"><em>.<\/em>\u201d<\/span><\/li>\n<\/ol>\n<p><span style=\"font-size: 11.0pt;\">Shocking, to say the least!<\/span><\/p>\n<p><!--[if gte mso 9]><xml>\n <w:WordDocument>\n  <w:View>Normal<\/w:View>\n  <w:Zoom>0<\/w:Zoom>\n  <w:Compatibility>\n   <w:BreakWrappedTables\/>\n   <w:SnapToGridInCell\/>\n   <w:ApplyBreakingRules\/>\n   <w:WrapTextWithPunct\/>\n   <w:UseAsianBreakRules\/>\n   <w:UseFELayout\/>\n  <\/w:Compatibility>\n  <w:BrowserLevel>MicrosoftInternetExplorer4<\/w:BrowserLevel>\n <\/w:WordDocument>\n<\/xml><![endif]--><\/p>\n<p><span style=\"font-size: 11.0pt;\">If the <\/span><span style=\"font-size: 11.0pt;\">U.S.<\/span><span style=\"font-size: 11.0pt;\"> and <\/span><span style=\"font-size: 11.0pt;\">Israel<\/span><span style=\"font-size: 11.0pt;\"> continue to choose the game of <em>might is right<\/em>,<br \/>\nthen they should expect, sooner rather than later, a new generation of<br \/>\nPalestinians to look <\/span><span style=\"font-size: 11.0pt;\">Israel<\/span><span style=\"font-size: 11.0pt;\"> straight in the eye and say, \u201cYou win! You get it all,<br \/>\n<\/span><span style=\"font-size: 11.0pt;\">Israel<\/span><span style=\"font-size: 11.0pt;\">: <\/span><span style=\"font-size: 11.0pt;\">Israel<\/span><span style=\"font-size: 11.0pt;\">, the <\/span><span style=\"font-size: 11.0pt;\">West<br \/>\n Bank<\/span><span style=\"font-size: 11.0pt;\">, <\/span><span style=\"font-size: 11.0pt;\">Gaza<\/span><span style=\"font-size: 11.0pt;\">, <\/span><span style=\"font-size: 11.0pt;\">Jerusalem<\/span><span style=\"font-size: 11.0pt;\"><br \/>\n&#8211; both east and west sides, all the settlements, all the water, all the <\/span><span style=\"font-size: 11.0pt;\">Jordan<\/span><span style=\"font-size: 11.0pt;\">Valley<\/span><span style=\"font-size: 11.0pt;\">, all the electromagnetic spectrum, all the airspace, and<br \/>\nmost importantly, you also get all of us. Now, we heard you have free health<br \/>\ncare in <\/span><span style=\"font-size: 11.0pt;\">Israel<\/span><span style=\"font-size: 11.0pt;\">; where do we pick up our medical cards? He currently serves on the board of <a href=\"http:\/\/www.justvision.org\/\">Just Vision<\/a> and <a href=\"https:\/\/mas.ps\">The Palestine Economic Policy Research Institute (MAS)<\/a>.<\/p>\r\n<p class=\"wp-block-paragraph\">He frequently gives talks to delegations visiting Palestine on the subjects of Palestine\u2019s political economy, Palestinian Politics 101, and a general orientation to the state of affairs under Israeli military occupation.<\/p>\r\n<p class=\"wp-block-paragraph\">A prolific writer on Palestinian affairs, Bahour has been published in major international outlets including The New York Times, The Guardian, Haaretz, The Washington Post, The Boston Globe, the Los Angeles Times, Al Jazeera America, Le Monde diplomatique, Al-Monitor, +972 Magazine, The Hill, and Arab News.
